Row 26: (this is also where I would change color for the cuff) You are going to decrease on both sides of the glove, you can decide where you want that what I did was combine the first two stitches, work 8 single crochets, combine another 2 single crochets, and finish working my way around in single crochets. (18)
Row 27-33: Work a single crochet all the way around in a round creating the cuff. Fasten off (you can make the cuff as long as you want, this is the one that felt most comfortable for me)

Row 2-7: Work a single crochet all the way around working in a round.
Row 8: Decrease all stitches. After this row fastens off and sews the thumb closed.
Fun story, a long time ago before I really got good at crocheting and I was just making hats and blankets, I tried to make fingerless gloves, and honestly they were not bad but they were not great either. After making a few I realized they were not as good as I wanted them to be I never tired of making gloves, or sleeveless gloves, again. Until recently. I gifted my knitted socks to my boyfriend for Christmas and he kept making jokes that they were gloves, I made a complimentary joke saying I was going to make him some, though I didn't know if I actually would. Then I found this wonderful crochet sock pattern that I absolutely love and while working on them I realized they fit my hand perfectly, as well as my foot. And I decided I wanted to try and make a glove pattern, I found a pattern talking about just chaining to make an opening and I applied that to my pattern and it worked wonderfully. The worst thing though about gloves is they are impossible to picture on their own, they look really wonky I have no idea how people successfully take a picture of gloves on their own. But even though they do not look like gloves laying down they look perfect when they are put on. For these first ones I change the color of the thumb and I am not sure if I want to continue that but you can me your thumb the same color as the base of the glove, I was aiming for something similar to the sock there is an accent color as well as as the cuff.
